why can't ichat see any of my video ...

Hello, I just set up my iChat 4 with an AIM screen name. I'm trying to video chat with my friend on his PC based AIM. iChat sees him and we can text chat, but it does not see his camera. I know his camera works, because he is able to video chat with others. How do I get ichat to recognize his camera so that we can video chat? Thanks
